March Project Spotlight: Job Order Contracting Program

Illinois Tollway has implemented an innovative project delivery method that transforms how it handles facility repairs and construction projects. The Job Order Contracting (JOC) Program enables the agency to efficiently manage construction work through a streamlined process that benefits both the Tollway and the contracting community. JWI is currently providing program management services for several key JOC projects, ensuring efficient execution, cost control, and quality compliance while coordinating with stakeholders to meet project goals and timelines.

Streamlined Project Delivery

The JOC Program eliminates the traditional design-bid-construct cycle for individual projects by establishing a single, competitively bid contract applicable to multiple construction needs. General contractors bid from a catalog of construction tasks with pre-set unit prices based on the regional market, with subcontractors typically performing specialized tasks for each project.

This approach has proven highly effective, with the Tollway successfully handling more than 1,000 JOC job orders over the past seven years, delivering shorter project durations and reduced costs while maintaining quality standards.

A key strength of the JOC Program is its support for the Tollway’s unique initiatives:

  • Business Enterprise Program (BEP) participation
  • Veteran-owned business inclusion
  • Small business engagement

JWI Program Management Projects

Two key JOC projects JWI is providing services for include:

  • Plaza 27 – Electrical Restoration: This critical infrastructure project involves the installation of approximately 1,800 feet of new 4-inch conduit and power cable, three electrical handholes, cabinet foundation, transformer, and disconnect switch. The plaza had been operating on a temporary portable generator supplying power to toll collection equipment and ramp lighting following a full-system power outage caused by damaged electrical cables. The comprehensive electrical system replacement not only restores the Plaza to permanent power but also provides capacity upgrades, a streamlined electrical feed path, additional handholes, and increased operational efficiency.
  • Tollway CA Building – Bathroom Remodel – JWI is also managing the complete remodeling of the men’s and women’s bathrooms on the second floor south section of the Tollway CA Building, ensuring these facilities meet modern standards while minimizing disruption to building operations.

Expanding Contractor Opportunities

The JOC Program creates valuable entry points for contractors who may not otherwise have access to Tollway projects. This collaborative approach allows the Tollway to expand its network of qualified firms while contractors familiarize themselves with agency requirements.
