Illinois Tollway I-90 SMART Corridor

Overview

JWI provided Phase III construction management and engineering services for the Illinois Tollway SMART Corridor ITS along the Jane Addams Tollway (I-90). The overall project scope included the installation of 23 Intermediate Power Distribution Center facilities, which support ITS devices such as cameras, Microwave Vehicle Detection Systems, a Weigh In Motion system, and 300 active Lane Control signs. We also provided a final inspection of the new fiber optic system, 14 ducts along 30 miles of I-90, totaling approximately 1.8 million feet.

JWI’s many roles included oversight of ITS elements (IPDC, CCTV’s, Roadway sensors, Active Traffic Management gantry, power feeds, fiber routes) and installation documentation. Our team also provided CADD drafting services for various ITS elements, structural drawings, and Watch and Protect staff, who managed all fiber installs, including fiber duct testing services. These services were documented and utilized for all T & M contractor submittals.

We provided Professional Engineering Services, including the coordination of contractor work, Submittals, RFIs, Change Orders, and Extra Work Orders; organization of progress meetings; scheduling Creation and Maintenance; site and construction inspection; monthly reporting; and documentation of daily activities issues, materials, material testing, and construction matters. All aspects of this contract utilized e-Builder project management software.

Several external contracts were performed as contractors installed the underground Fiber/ITS power infrastructure (1.5 million feet of conduit total). JWI was responsible for proofing and inspecting all hand holes for installation quality, which involved all median conduit and Gantry bases. These were broken up into separate median contracts.

JWI found and documented many issues during these inspections, including item differences between contracts. JWI created several logs and reporting systems to serve better the project, which recorded each item/length of the conduit. This, in turn, allowed the GC to make timely and effective resolutions to keep the project on target.
